Hopefully there was not really an asbestos hazard here, and the owner or contractor put it up to deter people. In the next photo, note that the entire building is exposed to air besides a very small portion with this tape. If there was really an asbestos hazard, the operation was completely haphazard.

The developers of C8 just left it sitting right in the street, and nobody made enough of a fuss to clean it up.
